Training on the In-depth Interpretation and Implementation Considerations of Medical Insurance Policies Successfully Held in Daxing, Beijing

On July 12, a training session on the in-depth interpretation and implementation considerations of medical insurance policies was successfully held at Beijing Daxing Biomedical Industry Base. The session was hosted by the China Association for Medical Devices Industry (CAMDI) and co-organized by the Management Committee of Daxing Biomedical Industry Base in Zhongguancun Science Park. Leaders and experts from National Institute of Healthcare Security, Capital Medical University, Peking University Third Hospital, China-Japan Friendship Hospital, Southern Research Institute of Pharmacoeconomics and Health Technology Assessment, Jinan University, China Association of Social Security, and Research Center of Public Policy, Peking University were invited to offer authoritative, in-depth and systematic training. Responsible persons of compliance department and some senior responsible persons of enterprises in medical device industry participated in the session for comprehensive and intensive study of training content. Yang Xiaofang, Deputy Secretary General of CAMDI, attended the session and delivered an address. Dr. Jia Zhaojun, Senior Investment Consultant of the Management Committee of Daxing Biomedical Industry Base in Zhongguancun Science Park, attended the session and introduced the base.


Yang Xiaofang, Deputy Secretary General of CAMDI, said in her address that China’s development and implementation of medical insurance policies is based on a full consideration of its healthcare security system, public health and sustainable economic development. The implementation of medical insurance policies has had a profound impact on the whole industry chain of medical device, both improving the accessibility and affordability of medical services and taking account of the sustainable development of pharmaceutical industry, both reducing the financial burdens of the government and society and improving the quality and efficiency of medical services. Moreover, leaders and experts from policy-making and research institutes were invited to make presentations, which is not only an authoritative publicity of such institutes, but also a great learning opportunity for the industry. CAMDI was very grateful to the leaders and experts for their meticulous preparation for the session. The session was a law and regulation training event tailored to the Daxing Biomedical Industry Base and marked the first cooperation between the CAMDI and the base; the success of the training opened a new avenue of cooperation between the two parties in holding training event on regulations.


Jia Zhaojun, Senior Investment Consultant of the Management Committee of Daxing Biomedical Industry Base in Zhongguancun Science Park, introduced the base.


Lv Jingfei, Deputy Director of Southern Research Institute of Pharmacoeconomics and Health Technology Assessment, Jinan University, explained the newly added approval process for the price items of medical services related to innovative medical devices.


Xu Feng, Deputy Director of Peking University Third Hospital, shared practical cases on the bidding and procurement process of medical equipment and its access to hospitals.


Zhao Jing, Department Head of China-Japan Friendship Hospital, introduced the impact of DRG/DIP payment reform on the procurement and use of medical devices by hospitals.


Jiang Changsong, President of National Institute of Healthcare Security, Capital Medical University, explained the latest medical insurance policies related to medical devices.


Yan Juan, Deputy President of China Association of Social Security, introduced the progress made in the guideline for the formulation of price items of medical services and the coding rules.


Jiang Bin, Deputy Director of Research Center of Public Policy, Peking University, shared the progress and trend of volume-based procurement of medical devices and consumables.

The session held in cooperation with the Management Committee of Daxing Biomedical Industry Base focused on the requirements for medical device industry as specified in relevant medical insurance policies, and brought authoritative and accurate training content for the medical device industry with authoritative explanation on the progress of policy development, various processes, the trend of volume-based procurement and so forth. All enterprise representatives present benefited from comprehensive learning and affirmed and made positive comments on the training effect. The session played a positive role in strengthening the publicity and implementation of regulations and reaching a consensus in the industry.
