At the press conference on the Action Plan for Speeding up Collaborative Innovation in Medicine and Health Industry in Beijing (2024-2026) on June 6, Pan Feng, Member of the Leading Party Members Group and Deputy Director of Beijing Municipal Bureau of Economy and Information Technology, said that Beijing should continue to take the project and investment promotion as an important means to improve the quality and efficiency of medicine and health industry and to establish a whole plan for the future industry growth, and expand space supply, optimize the project implementation and commencement formalities and ensure the fast implementation of major projects through the joint meeting system for integrated planning in medicine and health industry in Beijing.
According to Pan Feng, the Changping Future Beauty and Health Industry Innovation Base, the Daxing Mandikaer AI-driven Drug Development and Production Project and other projects were commenced immediately upon land acquisition this year; Novartis, AstraZeneca, Danaher and other transnational giants were also ready to implement their new projects.
Moreover, Beijing accelerated the development of digital-driven industry, built 3 intelligent plants and 12 digital workshops, and set the standard for digital transformation; Beijing Tiantan Hospital, Beijing Anzhen Hospital and other 4 hospitals were organized to carry out the pilot program for circulation and application of medical and health data, to activate the value of data to the greatest extent in an “available and invisible” manner. Tutorial meetings on the data export to foreign pharmaceutical enterprises were organized for several times and breakthroughs were made to meet compliance requirements; 57 data items under 2 categories of the first company were exported in accordance with laws and regulations.

With More Than 1,000 Medical Device Manufacturers Now, Beijing Intends to Promote Quality and Efficiency Improvement of Medical Devices
The medical device industry is an integral part of medicine and health industry. The development of medical device industry in Beijing features “fast innovation, excellent product and new sub-sector”. Currently, there are more than 1,000 medical device manufacturers in Beijing, including 149 above state designated scale. In 2023, an output value totaling CNY 35.2 billion was achieved, up 15.4% year on year; 297 specialized and sophisticated enterprises that produce new and unique products were nurtured, including 57 “little giants”. In 2023, 11 products were newly approved as national innovative medical devices, amounting to 63, ranked number one in the country.
In terms of promoting the quality and efficiency improvement of medical devices, Pan Feng introduced that, first, the International Center for Science and Technology Innovation was based on to make breakthroughs in “bottleneck” field, the “Unveiling and Commanding” system was implemented to contribute to the successful registration and marketing of domestic ECMO of Rocket Medical, and the foundation of industry was built centering on breakthroughs made in optical localization and other key parts in the advantageous medical robot field; second, the layout of cutting-edge technologies was prioritized to develop innovative varieties, the direction of industry digitalization was controlled to promote the implementation of digital technologies in medical device industry, and 31 products were approved for an AI-assisted Class III medical device certificate, 24 products for a surgical robot registration certificate, the largest number in the country; third, the layout of various links was optimized around the efficiency improvement of industry chain, supports were given to Daxing District to successfully build a national distinctive industrial cluster of SMEs in the medical device industry, arrangements were made to build a medical device innovation service station, efforts were made to drive the medical robot industry innovation center to continuously expand the SDMO service capability, and the city was ranked number one in the country for the number of medical device clinical trial facilities and the number of animal testing companies and facilities.
He also revealed that Beijing will place emphasis on strengthening the medicine-engineering collaboration, improving the construction of industry chain, speeding up the digital transformation and upgrade, and promoting demonstration and application. Among others, key products in urgent need of development will be sorted out and leading companies will be identified, to organize researches on special subjects by means of “Unveiling and Commanding” system in key fields such as components and parts and special new materials; the collaboration among Beijing, Tianjin and Hebei will be deepened to facilitate the settlement of upstream manufacturers of electronic and mechanical manufacturing, medical material and other parts. The innovative application of artificial intelligence technology in medical device industry will be promoted to strengthen the circulation and empowerment of medical data; and the critical working procedures will be performed at a higher numerical control level to build a batch of benchmarking artificial manufacturing plants. Moreover, the guiding role of Catalog of Innovative Medical Device Products in Zhongguancun and the Catalog of First Major Technical Equipment will be given full play to build the training center for application of medical robots and other innovative devices, accelerate the promotion and use of innovative medical devices and offer the last mile solution for the introduction of innovative medical devices to hospitals.
