On May 6, the reporters with the People’s Daily Health Client learnt from hospitals in Zhejiang, Anhui and other places that some municipal and county hospitals have started actions, some of which has made public announcement on the project and moves on to the inquiry stage.
On March 13, the State Council issued the Action Plan for Promoting the Large-scale Equipment Renewal and the Trade-in of Old Consumer Goods, which states that by 2027, the investment scale of equipment in medical and other fields should increase by more than 25% from 2023. In April, Tianchang City People’s Hospital, Chuzhou, Anhui made a public announcement on the approval of equipment renewal, proposing to renew 286 pieces of medical equipment; Zhejiang Provincial People’s Hospital Bijie Hospital also made an inquiry announcement, stating that 25 types of medical equipment were involved in the renewal.
The reporters noted that the documents of many provinces proposed the equipment renewal for basic county hospitals or village clinics. For example, it was mentioned in the Notice on Printing and Issuing Several Initiatives of Zhejiang Province for Promoting the Large-scale Equipment Renewal and the Trade-in of Old Consumer Goods issued by Zhejiang Province that the medical equipment renewal should be carried out with focus on county hospitals, while the construction of medical care infrastructure should be promoted. A document issued by Shandong Province put forward that the transformation and improvement of village clinics should be implemented and hardware equipment should be comprehensively optimized.
“It is equally difficult for hospitals at county level and below to upgrade equipment as compared with major hospitals.” According to Liu Jungang, Director of Radiology Department of Children’s Hospital of Fudan University at Xiamen, this trend was related to China’s efforts to promote the construction of medical community in counties and optimize the resource allocation.
On April 22, Beijing and Zhejiang prepared and published their financial support plans and overall financial plans, in which the procurement amount of equipment, project discount, loan interest rate and other aspects were clearly described.
From the perspective of insiders, the renewal of imaging and radiological equipment will come true before others. “The imaging equipment has been improved greatly in terms of software and hardware technologies over the past; for instance, the application of artificial intelligence and deep learning in scanning process and image processing has significantly improved the examination and diagnostic efficiency of new equipment; however, the high price of imaging equipment extended the renewal interval in the past, and increased the renewal demand in clinical application,” said Liu Jungang.
This action also brought new opportunities for companies. A marketing executive form a listed medical equipment company in China said that the equipment renewal provided opportunities for growth and competition for medical equipment companies; they should make good use of such opportunities and give full play to their advantages in product technologies.
