Innovation has become the core force driving the sustainable development of the medical device industry in an era of fast-changing science and technology. Grandly held in Gaochun, Nanjing on December 15, with a theme of “Cooperation in Innovation, Opening-up for Win-win Results”, the China Association for Medical Devices Industry 2023 Industry Annual Meeting (Meeting) hosted by the China Association for Medical Devices Industry (CAMDI) focused on the frontiers of the industry and aimed to lead the sustainable high-quality development of the medical device industry. The Meeting attracted nearly 100 industry figures, including related ministry and commission heads, academicians, scholars, industry experts, and device enterprise and service institution representatives, to deliver speeches at one main forum and six sub-forums.
Despite the cancellation of many flights and trains due to severe weather in the north, participants still came to the site by overcoming obstacles, and the venue was packed in an enthusiastic atmosphere.

CAMDI President Zhao Yixin delivered a speech amid warm applause at the opening ceremony, in which she profoundly analyzed the development status of the industry and presented the future work direction of CAMDI. She stated that in recent years, under the impact of the COVID-19 pandemic, the global medical device industry and even the entire healthcare sector have accelerated their evolution and updating, with innovation and changes taking place in both the market size and products & their functions. China’s medical device industry achieved operating income of about RMB 1.3 trillion in 2022, with a growth rate of about 12%.
Since founded in 1991, CAMDI has now developed to have 55 branches and specialized committees and nearly 4,000 members. In the future, CAMDI will continuously enhance its strength and exert its influence to better contribute positively to the government, enterprises, policy publicity, industry communication and innovative development.

In his speech, Jiang Wei, Deputy Director of the Jiangsu Medical Products Administration, stated that in recent years, the Jiangsu Medical Products Administration has firmly implemented the decisions and arrangements of the CPC Jiangsu Provincial Committee, the Jiangsu Provincial People’s Government and the National Medical Products Administration (NMPA) as well as the work requirements of the Jiangsu Provincial Administration for Market Regulation, coordinated the high-level safety in the medical product field and the high-quality development of the medical industry, thoroughly advanced “Five Projects”, striven to build “One Platform” and comprehensively implemented “Three Actions”. With a focus on encouraging and supporting R&D innovation, advancing the evaluation and approval system reform and promoting industry quality improvement, these efforts of the Jiangsu Medical Products Administration have effectively promoted the high-quality development of the province’s biomedical industry. The province currently has 4,887 medical device manufacturers which possess 2,605 Class III medical device registration certificates, 14,574 Class II medical device registration certificates, 27,677 Class I medical device filing certificates, 65 medical devices that have entered NMPA’s special approval channel for innovative medical devices as well as 32 innovative medical devices that have been approved for marketing. The province is among the top in the country in terms of the number of medical device manufacturers, the number of registration certificates and the number of innovative products.
He also stated that the Meeting, with a theme of “Cooperation in Innovation, Opening-up for Win-win Results”, has built a high-level academic exchange platform where medical device industry experts and scholars in the country can present their new ideas, new methods and new achievements and share updates on domestic and foreign medical device marketing policies and regulations, corporate compliance and regulatory development, and the Meeting also provides a very rare opportunity for Jiangsu Province to learn and draw on the paths of industry innovative development under the new situation and offers broad ideas for the innovative development of device enterprises in Jiangsu Province. He expressed the hope that, through the Meeting, experts and scholars will further their understanding of Jiangsu and strengthen cooperation with Jiangsu medical device enterprises, and stated that the Jiangsu Medical Products Administration would continue to deepen consensus with CAMDI, enhance interaction and cooperation and jointly contribute to the high-quality development of the medical device industry in Jiangsu!

Jiang Bing, Mayor of Gaochun District People’s Government, stated in his speech that Gaochun, Nanjing boasts a long history and unique natural and cultural environments and that in recent years, Gaochun has been actively seizing the major opportunity of the province and city’s support for medical device development in Gaochun and creating the “Gaochun highland” for the medical device industry with medical device industry agglomeration as a breakthrough. Nanjing City’s Action Plan for Key Support to Accelerate High-quality Development in Luhe District and Gaochun District (2019-2021) mentions that it is important to support Gaochun District in fostering and developing a manufacturing-led industry and focus on building high-end intelligent equipment and medical device industry clusters in Gaochun District, and the action plan incorporates them into the city’s industrial landmark planning.
Gaochun has spared no effort to build the Nanjing Medical Device Industrial Park to further expand industrial cluster advantages. Currently, Gaochun gathers a total of 2,249 medical device-related enterprises and has built the city’s only medical device industry cluster and first provincial-level base for the transformation of foreign trade in medical devices. The Jiangsu Medical Products Administration and the Gaochun District Government signed a contract in May 2019 to scientifically plan the spatial pattern of “one core, two axes, two belts and three areas”. Furthermore, Gaochun District has introduced the Special Support Measures for Promoting Medical Device Industry Development and is actively building the “one-station, one-laboratory, eight-center” public technical service platforms, including the Gaochun Laboratory of Jiangsu Institute of Medical Device Testing, the Gaochun Evaluation and Verification Workstation of Jiangsu Medical Products Administration, the Practical Training Center of Jiangsu Medical Products Administration, the Big Data Center, the Innovation Service Center, the Product demonstration Center, the Disinfection and Sterilization Center, the Waste Disposal Center, the International Trading Center and the Unique Identification Service Center. Gaochun District focuses on developing the three segments of high-value consumables, rehabilitation equipment and in vitro diagnostics, to create one to two leading segment clusters in the country.

Researcher Wang Lanming, Former Inspector of the Department of Medical Device Registration of NMPA, delivered a speech around deepening the evaluation and approval system reform and promoting the high-quality development of the medical device industry to give an in-depth analysis, in which he summarized the several circumstances eligible for the special review procedure for innovative medical device and priority review and approval procedure for medical devices at present and shared the relevant policy optimization and advancement measures currently taken by NMPA in aspects of consolidating the fundamental work of registration administration, strengthening the supervision and management of clinical trials, optimizing the evaluation and approval workflow, establishing a medical device self-inspection system and launching the Action Plan for Drug Regulatory Science in China.

He stated that the Evaluation Center of Jiangsu Medical Products Administration should play an “empowering” role, promote the combination of review and approval and services, improve evaluation efficiency and service quality and accelerate the transformation and upgrading and high-quality development of the national pharmaceutical industry. He emphasized the need to strengthen enterprises’ independent research and development capabilities and summarized the current processes of the Evaluation Center of Jiangsu Medical Products Administration related to the registration of innovative medical device products, priorities and priority registration review and approval. He mentioned that in the future, the Evaluation Center of Jiangsu Medical Products Administration will provide enterprises with more considerate, more accurate and more professional evaluation technical services and strive to improve the ability to provide proactive support and accelerate the entire process.
