In accordance with the Law of the People’s Republic of China on Basic Medical and Health Care and the Promotion of Health, the Regulation on the Supervision and Administration of Medical Devices, the Measures for the Administration of the Allocation and Use of Large Medical Equipment (for Trial) and the Management Catalogue of Licenses for Large Medical Equipment Allocation (2023), and in conjunction with the Outline of the 14th Five-Year Plan and the Long-Range Objectives Through the Year 2035, the “Healthy China 2030” Planning Outline and the National Health Plan during the 14th Five-Year Plan Period, we have studied and formulated the Plan for the Allocation of Large Medical Equipment during the 14th Five-Year Plan Period, which is hereby issued.
I. Overall objectives
To put people at the center, keep a foothold in the new development stage, implement the new development philosophy, accelerate the creation of a new development pattern, promote the expansion, allocation to rural areas and regional balanced distribution of quality medical resources, and promote the high-quality development of the healthcare cause; to fully play the planning guidance and resource regulation roles, further promote the formation of a planning management system for the allocation of large medical equipment, which is more rational in the regional distribution, more scientific in the equipment structure and has allocated quantities that better match health needs and an allocation level that better meets economic and social development and people’s medical service needs, so as to promote medical service levels and capabilities, advance the building of Healthy China and better satisfy the medical service needs of people in the new era
II. Basic Principles
(I) Putting people first and promoting development. It’s important to adhere to a people-centered approach to better meet people’s multi-level and diverse medical needs. It’s important to align with social and economic development and medical service capabilities, fully consider the requirements of high-quality development, support medical institutions in the scientific and rational allocation of large medical equipment and promote the rational use of high-end medical equipment in high-level hospitals. It’s important to support the healthy and orderly development of private hospitals.
(II) Achieving balanced distribution and expansion and allocation to rural areas. It’s important to focus on improving the fairness and accessibility of medical and health services, narrow the resource allocation and service capability gaps between regions, scientifically plan allocated quantities, optimize and improve the allocation standards, promote the expansion and allocation to rural areas of quality medical resources and optimize regional balanced distribution.
(III) Maintaining safety and prudence and controlling costs. It’s important to protect the life safety and health of people and control the unreasonable growth of medical expenses. It’s important to strictly grasp the allocation standards and reasonably control the planned quantities for equipment that has complex operation and maintenance techniques, high application risks and high investment and operation costs and diagnosis and treatment expenses.
III. Plan content
During the 14th Five-Year Plan period, a total of 3,645 units of large medical equipment will be allocated nationwide, including 117 in Class A and 3,528 in Class B. Refer to Attachment 1 for specific planned quantities, and Attachments 2 and 3 for the approval standards for allocation of Class A large medical equipment and the guidelines for allocation standards of Class B large medical equipment.
IV. Related requirements
(I) Implementing the plan scientifically. It’s necessary to strictly implement the planned quantities, scientifically grasp the allocation standards, coordinate with the previous plan and orderly and effectively implement the plan on an annual basis. It’s necessary to reserve reasonable space for allocation to private hospitals.
(II) Adhering to law-based administration. It’s necessary to earnestly perform the administrative licensing procedures, be strict with the review requirements, regulate approval behavior, maintain openness, fairness and impartiality and conduct licensing work according to laws and regulations.
(III) Strengthening supervision and administration. It’s necessary to improve supervision and restriction mechanisms, strengthen interim and ex-post regulation, guide and supervise medical institutions in the scientific and standardized allocation and use of large medical equipment, and improve quality and efficiency.
(IV) Conducting monitoring and evaluation. It’s necessary to strengthen monitoring and evaluation of plan implementation in the locality and regularly and comprehensively report to the National Health Commission on the progress and effects of plan implementation.
