2023 “Voice · Responsibility” Symposium of NPC Deputies and CPPCC Members from Pharmaceutical and Healthcare Fields is Held Online

On the occasion of the holding of the first session of the 14th National People’s Congress and the first session of the 14th CPPCC National Committee, the 2023 “Voice · Responsibility” Symposium of NPC Deputies and CPPCC Members from Pharmaceutical and Healthcare Fields, jointly organized by 27 associations (societies) in China’s medical and health industry, co-organized by health.people.cn and undertaken by Healthcare Executive and China County Health, (hereinafter referred to as the “Symposium”) was held on March 3 both online and offline. A total of 24 NPC deputies and CPPCC members from pharmaceutical and healthcare fields attended the Symposium online, personnel from six relevant ministries and commissions as well as industry experts were invited to observe the Symposium online, and a representative from China Association for Medical Devices Industry (“CAMDI”) was sent to attend the Symposium.



The Report to the 20th CPC National Congress makes “Healthy China” an important aspect of China’s overall development goals through 2035 and once again emphasizes giving strategic priority to ensuring the people’s health, which is a vivid embodiment of the Party’s people-oriented governance philosophy of “putting people and their lives first” and also an inevitable requirement for our march towards socialist modernization and common prosperity. The Report makes major strategic arrangements, from establishing supporting policies on childbirth to implementing the proactive national strategy in response to population aging; from further reforming the medical and healthcare systems to promoting the preservation and innovative development of traditional Chinese medicine; from improving the public health system to strengthening the systems for epidemic prevention, control and treatment as well as emergency response capacity, which fully demonstrates the development thinking of “putting people at the center” and will produce a significant and far-reaching impact on the high-quality development of China’s healthcare cause and the improvement of people’s health and well-being. Against this background, the theme of the Symposium this year was determined as “Comprehensively advancing Healthy China and creating a new path for modernized health governance with Chinese characteristics”.
All participating NPC deputies and CPPCC members of the Symposium participated in remote online discussions. They made many targeted comments and suggestions on three main topics, including “Continuously optimizing the pharmaceutical innovation ecosystem, promoting technology-capital-industry integrated development and driving the high-quality development of Chinese pharmaceutical innovation”, “Promoting the preservation and innovative development of traditional Chinese medicine and giving play to the value of traditional Chinese medicine in Chinese modernization”, and “Overall optimizing the medical and health service system, comprehensively improving primary-level healthcare capacity and laying a solid foundation for health”.
To make the Symposium productive, the 27 associations (societies) in China’s medical and health industry made proactive preparations and worked together. They divided themselves into multiple groups to extensively collect information on major problems currently existing in the medical and health industry by going to the primary level for research, holding online symposiums and conducting questionnaire surveys from the second half of last year, and sorted the circumstances reflected by primary-level enterprises into materials and data for more than 100 proposals and suggestions and two summaries of primary level research. They also wrote three main materials, including the Proposal on Putting Obesity Prevention and Control on the Agenda of Healthy China Building, the Proposal on Guiding the Local Pharmaceutical Industry from the Demand Side and the Proposal on Formulating the Law of the People’s Republic of China on Drug-related Injury Compensation, for reference by the participating NPC deputies and CPPCC members.

The “Voice · Responsibility” Symposium of NPC Deputies and CPPCC Members from Pharmaceutical and Healthcare Fields, jointly organized by 27 associations (societies) in China’s medical and health industry and undertaken by health.people.cn, Healthcare Executive and China County Health has attracted increasing attention and gathered increasing voices since its first session in 2009. In 2022, 28 NPC deputies and CPPCC members from pharmaceutical and healthcare fields as well as nearly 300 provincial-level NPC deputies and CPPCC members participated in online discussions. Government departments related to the pharmaceutical industry also attached great importance to the symposium. Not only did they listen carefully to the suggestions and comments of the NPC deputies and CPPCC members online, but they also actively solicited opinions from the NPC deputies and CPPCC members in their daily work, especially during the decision-making and introduction of major policy decisions. According to incomplete statistics, more than 400 proposals and suggestions related to the pharmaceutical industry submitted by NPC deputies and CPPCC members during the two sessions in 2022 were replied to by relevant departments such as the National Development and Reform Commission, the National Health Commission, the Ministry of Science and Technology, the Ministry of Commerce, the Ministry of Industry and Information Technology, the National Medical Products Administration, the National Healthcare Security Administration and the National Administration of Traditional Chinese Medicine.
With earnest duty performance by NPC deputies and CPPCC members and the unremitting efforts of comment communication platforms represented by the “Voice · Responsibility” Symposium of NPC Deputies and CPPCC Members from Pharmaceutical and Healthcare Fields, the pharmaceutical industry is forming a benign interaction between the government and the industry, which plays a positive role in promoting healthcare system reform and Healthy China building.

To better play CAMDI’s role as a bridge, CAMDI will collect proposal materials from the medical device industry throughout 2023 and hold a symposium in the second half of the year. CAMDI members are welcome to participate.
