Notice on Further Improving the Work of Medical Service Price Administration

The healthcare security administrations of all provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps,

In recent years, all local authorities have continued to improve medical service price administration, optimize the structure, improve relative price relationships, and significantly strengthen coordinated development with related reforms, which has played a positive role in promoting the high-quality development of public hospitals. However, there are also problems such as relatively weak macro-administration, not fully exerting the lever function of price, and project management not playing a prominent guiding role. In order to further implement the decisions and arrangements of the CPC Central Committee and the State Council on the medical service price work, follow the spirit of deepening the pilot work of medical service price reform, do a good job in the medical service price work at this stage in a steady and orderly manner, strengthen the public-welfare nature of basic medical services, promote the innovation and development of medical services, and guarantee the accessibility of people to high-quality, efficient, and affordable medical services, the related matters are hereby notified as follows:

I. Strengthening the macro-administration and dynamic adjustment of medical service prices.

II. Taking solid steps to ensure the daily administration of medical service prices.

III. Highlighting the support for the value of technological services.

IV. Focusing on the support for clinical value-based medical technology innovation in the new price items.

V. Enhancing the compatibility of existing price items with medical technologies.

VI. Correctly handling the relationships between medical service prices and drug centralized procurement.

VII. Improving the initiative, scientificity, and standardization of the medical service price work.

        This notice is effective from the date of issuance.
