On June 20, Hainan Free Trade Port issued the White Paper on the Construction of Hainan Free Trade Port (2021) for the first time since its establishment, showcasing the achievements the free trade port has made at its first anniversary in an all-round way, and comprehensively elaborating the main policies and major measures of promoting the construction of the free trade port over the past year.

In the field of industrial development, the Ministry of Culture and Tourism, National Health Commission and National Medical Products Administration have been actively promoting the construction of Bo'ao Lecheng International Medical Tourism Pilot Zone
In terms of development of export-oriented economy, the port has carried out comprehensive pilot projects to expand the opening-up of the service industry. Centering on tourism, transportation, medical and health and other key areas, it has relaxed access restrictions to promote the elimination of administrative barriers, and improve the regulatory system.
In the aspect of system construction, the Reform Plan for System Integration and Innovation in Bo'ao Lecheng International Medical Tourism Pilot Zone along with other policies were issued to promote the system integration and innovation in key areas.
With continuous exploration and practice, Hainan Free Trade Zone has made a major breakthrough in the import of innovative medical devices. Bo'ao Lecheng International Medical Tourism Pilot Zone has used over 135 initial cases of imported licensed drugs and medical devices, becoming an important channel for the world's most advanced innovative drugs and medical devices to access to the Chinese market. Meanwhile, the scale of modern service industry, such as medical care and health, continued to expand. In 2020, the number of medical tourists received by medical institutions in the pilot area increased by 11% year-on-year. In the first quarter of 2021, the number of medical tourists received in Lecheng Pilot Zone amounted to 25,392, representing a year-on-year increase of 932.20%. Service industry contributed up to 95.8% of the local economic growth.
In order to consolidate and expand the development achievements of the medical device industry in the pilot zone, Hainan Province has continuously improved local laws and regulations and strengthened the prevention and control of trade risks. On June 3, 11 key parks in Hainan Free Trade Port, including Bo'ao Lecheng International Medical Tourism Pilot Zone, held inauguration ceremonies at the same time.
On June 7, 12 international pharmaceutical and medical device manufacturers established in-depth cooperative relations with Bo'ao Lecheng International Medical Tourism Pilot Zone of Hainan Free Trade Zone through online and offline contract signing, by which at least 50 kinds of ophthalmic licensed medical devices were planned to introduce to the pilot zone on the original basis, to support the construction of the super ophthalmology capability in Lecheng Pilot Zone.
On June 9, Bo'ao Lecheng International Medical Tourism Pilot Zone of Hainan Free Trade Zone imported over 100 kinds of initial cases for licensed drugs medical devices for the first time, with 100 new anti-tumor drugs and drugs for rare diseases available.

On November 27, during the leading group (expanded) meeting of 2020 real world clinical data application pilot work, the Scientific Research Base for Drug and Medical Device Supervision of the National Medical Products Administration was unveiled.

On January 20, the International Mediation/Arbitration Center for Medical Disputes of Hainan International Arbitration Court was unveiled in the Lecheng of Bo'ao.
On April 1, the 31st Meeting of Deepening Reform Committee of the Hainan Provincial Party Committee and the 30th Meeting of Working Committee of the Free Trade Zone (Port) were held, where the Implementation Opinions on Deepening the Reform of the Medical Security System (Draft for review) were deliberated and adopted.
On April 15, the Hainan Provincial Party Committee and Government printed and issued the Implementation Opinions on Deepening the Reform of the Medical Security System.
