On June 17, the General Office of the State Council issued the Notice on Printing and Distributing the Major Tasks of Deepening Reform of the Medical and Health System in 2021, in a bid to promote the medical reform experience in Sanming City, strengthen the linkage of the reform system, facilitate the balanced distribution of high-quality medical resources, and coordinate the epidemic prevention and control and the construction of the public health system. The Notice represents that the country will continue to make efforts to transform the focus of disease treatment into the focus of people's health, and place great emphasis on addressing problems of inaccessible and unaffordable medical treatment.
Among them, there are four major tasks related to the NMPA:
(II) Promote the centralized purchase of drugs and medical consumables. Normalize and institutionalize the centralized procurement of drugs organized by the state, and gradually expand the scope of centralized volume-based procurement of drugs and high-priced medical consumables. Implement the national policy of centralized procurement of drugs and medical consumables, retain the balance of medical insurance funds, guide medical institutions to make proper use of the increased disposable income, and actively promote the reform of the compensation system. Intensify efforts to promote the drug application under the coverage of the national medical insurance program via negotiation, and further improve relevant policies and measures by the end of August 2021. Establish and implement the medical pricing and bidding credit evaluation system. Promote a unified classification and coding standard for drugs and medical consumables under the coverage of the medical insurance program. Promote the application of unique identification of medical devices in the aspects of supervision, medical treatment and medical insurance. (XII) Strengthen the COVID-19 epidemic prevention and control Adhere to the organic combination of regular prevention and control and local emergency response, and take proper measures in preventing imported cases from abroad and rebound of domestic cases Accelerate the vaccination of COVID-19, enhance the inoculation capacity, ensure the quality and efficiency of vaccine lot release, and improve the effective supply capability of enterprises. Promote and improve the mechanism of major public health risk assessment, research and determination, and decision-making, and strengthen the primary public health system. Improve the public health emergency response and supply security system. Strengthen the construction of smart hospitals and promote the application of new technologies such as artificial intelligence and the fifth generation mobile communication (5G). Standardize Internet diagnosis and treatment services, strictly implement supervision, and improve the monitoring mechanism of drug online sales. Guide medical institutions to reasonably keep the traditional service mode, and strive to solve the problems with the elderly and other groups in using intelligent technologies. Improve the mechanism of ensuring supply and stabilizing price of drugs in shortage. Strengthen the supply of drugs for children. Study and revise the measures for national essential drug catalog management, optimize the catalog selection and adjustment procedures, and initiate the catalog adjustment efforts as appropriate. Strengthen allocation and use of essential drugs and the standardized management of drug use, and promote the convergence of drug use within the medical consortium. Formulate measures for administration of pharmaceutical affairs in medical institutions.
