At the time when the Fourth Session of the 13th National People's Congress of the People's Republic of China and the Fourth Session of the 13th CPPCC National Committee were held, the 2021' Symposium on "Voice and Responsibility" of NPC Deputies and CPPCC Members in Medical and Health Industry (hereinafter referred to as "Symposium"), co-sponsored by 24 associations/societies from medical industry in China and undertaken by people.com.cn - health.people.cn and Healthcare Executive, was held in the form of "online + offline" on March 4. A total of 39 NPC deputies and CPPCC members in the medical and health industry (22 deputies were from the medical industry, and 17 were deputies were from the health industry) attended the Symposium online. Relevant leaders from National Development and Reform Commission (NDRC), National Health Commission (NHC), Ministry of Finance (MOF), Ministry of Industry and Information Technology (MIIT), National Medical Products Administration (NMPA), National Healthcare Security Administration (NHSA), National Administration of Traditional Chinese Medicine (NATCM), etc. and industry experts were invited to watch the Symposium online.
This year witnesses the beginning of the "14th Five-Year Plan" and a new economic development stage in China. "Accurately understanding the new development stage, fully applying the new development philosophy and accelerating the establishment of a new development pattern" are the general requirements of promoting high-quality development in the "14th Five-Year Plan" period, as well as the fundamental guarantee of implementing the major task of "comprehensively promoting the construction of healthy China" and solidly promoting the high-quality development of health undertakings at the new development stage. Therefore, the main topic of this Symposium is "to lead the new journey of building a healthy China in an all-round way in the 14th Five-Year Plan with the new development philosophy".
Based on the needs of epidemic prevention and control, all deputies and members attending this Symposium participated in the online and remote discussion. The topic centered around four major issues "How to deepen the coordinated reform of medical treatment, medical insurance and medicines supply to promote the construction of the institutional system on the development of pharmaceutical innovation industry?" "How to improve the top-level design and implementation measures of traditional Chinese medicine "inheriting essence and upholding innovation?" "How to strengthen the integration of medicine and prevention, overcome the weak links, and speed up the construction of a strong public health system?" "How to speed up the availability of high-quality medical resources to primary level and strengthen the ability of primary medical service?" Many targeted opinions and suggestions were put forward.
To make this Symposium effective, the 24 associations/societies from the medical industry in China have been making active preparations and joint efforts. Since the second half of last year, the associations/societies have been divided into multiple teams and extensively collected the major issues in the current medical industry through grassroots surveys, online symposiums and questionnaires. Meanwhile, the teams have also sorted out the issues reported by grassroots enterprises into over 120 proposal materials and two grassroots survey summaries for the discussion and reference of the deputies attending this Symposium. China Association for Medical Devices Industry collects and sorts out relevant materials every year, and has been sending more than 20 proposal materials annually, ranking the first in the number of submissions among the associations, and expressing the industry's participating in discussing and handling state affairs and attention to development.
Since it was first held in 2009, the Symposium on "Voice and Responsibility" of NPC Deputies and CPPCC Members in Medical and Health Industry, sponsored by 24 associations/societies from medical industry and undertaken by "people.com.cn - health.people.cn" and Healthcare Executive, has attracted more and more attention and gathered more and more voices. In 2020, 45 deputies to the National People's Congress (NPC) along with CPPCC members of the provincial people's congress in the medical and health industry participated in online discussion. At the same time, the relevant government departments of the medical industry paid full attention to the Symposium. They listened to and responded and adopted the suggestions and opinions of the deputies online actively, and proactively consulted the deputies in daily work, especially in the process of introducing major policy decisions. According to incomplete statistics, the proposals related to medical industry put forward by NPC deputies and CPPCC members in 2020 received over 500 replies from NDRC, NHC, MIIT, NMPA, NHSA, NATCM, and other competent departments.
