Notice on Adjusting the Plan for Allocation of Large Medical Equipment in 2018—2020

To Health Commissions of the Provinces, Autonomous Regions, Municipalities Directly Under the Central Government and Xinjiang Production and Construction Corps,
In order to further rational allocation of large medical equipment and meet the people's needs for medical services, after the deliberation, the Plan for Allocation of Large Medical Equipment in 2018—2020 has been adjusted and publicized in accordance with Basic Health Care, Medicine and Health Promotion Law of the People's Republic of China, Regulation on the Supervision and Administration of Medical Devices, Management Method for Allocation and Use of Large Medical Equipment and other applicable laws and regulations.
I.    Overall objectives
By adjusting the Plan for Allocation of Large Medical Equipment in 2018—2020, further optimize allocation of large medical equipment, facilitate rational distribution of medical resources, adjust to the needs in the new situation of health services development, better meet the multi-level diverse needs of clinical diagnosis and treatment, medical research and people, implement the concept of "people's health foremost" and promote implementation of the "healthy China" strategy.
II.    Main principles
(I)    Promote epidemic prevention and control and socio-economic development under overall strategy, optimize supply of medical services, promote and accelerate innovation and development of medical technologies, meet the people's needs for better life and fully build a moderately prosperous society.
(II)    Give full play to the role of large medical equipment allocation, planning and management in health resources regulation, facilitate rational circulation and arrangement of health resources and properly align with the next round of large medical equipment allocation planning.
(III)    Accelerate clinical application of new equipment and technologies, enhance to capability of emergency response to major public health emergency, help improve quality and efficiency of medical services and guarantee medical services provided to the people.
(IV)    Support normalized and health development of privately operated hospitals, accelerate development of diverse hospitals and meet the people's diverse, differentiated and individualized needs for medical services.
III.    Main contents of the plan adjustment
After the adjustment, 12,768 large Class A and Class B medical equipment are planned for 2018—2020, including 281 planned Class A large medical equipment and 12,487 planned Class B large medical equipment. The specific articles of large medical equipment and number of regions allocated the equipment are given in the annex.
IV.    Relevant requirements
(I)    The entities concerned will please quickly devise implementation plans according to the plan adjustment and the actual local conditions, maintain proper management of allocation and licensing of large medical equipment in strict accordance with the applicable laws and regulations and ensure the plan is implemented on schedule.
(II)    Further deepen the reform of "authority delegation, supervision innovation and service efficiency", implement the requirements, continuously simplify the procedures, optimize the processes and enhance service quality and efficiency.
(III)    Support normalized and health development of privately operated hospitals. Implement the system of commitment to reporting on Class B medical equipment of privately operated hospitals, system of recording large Class B medical equipment of privately operated hospitals in pilot free trade zones and other requirements, and support allocation of large medical equipment to privately operated hospitals.
(IV)    Further investigate how to improve the regulations and methods for allocation and management of large medical equipment and strictly implement the laws and regulations. Intensify supervision, strengthen supervision during and after events, strengthen credit supervision, urge the medical institutions to strictly fulfill their responsibilities, maintain safe and stable order in medical industry and protect health and safety of the people.
