On April 17, the National Medical Products Administration held a Video Dispatch Conference on Monitoring and Treatment of Network Transactions of Medical Devices to carry out dispatch inspection in monitoring and treatment of network transactions of medical devices for epidemic prevention and control in Beijing Medical Products Administration and Zhejiang Medical Products Administration. Xu Jinghe, Deputy Director of NMPA, attended the conference and delivered a speech.
NMPA Southern Medicine Economic Research Institute reported clues to violations found in special monitoring of the anti-epidemic medical device network, treatments upon investigation of relevant provincial medical products administrations, and put forward suggestions on strengthened management of third-party platforms.
Responsible persons of Beijing Medical Products Administration and Zhejiang Medical Products Administration also reported treatments of suspected illegal activities in network transactions from monitoring platforms of relevant medical device network, and management in inspection and monitoring of settled enterprises. The administrations stated that they would comprehensively strengthen online and offline supervision over network transactions of medical devices and try to ensure the authenticity, accuracy, completeness and traceability of information on medical devices.
Responsible persons from third-party platforms for network trading of medical devices, such as Alibaba, Baidu Tieba, Jingdong Mall, attended the conference. The Alibaba attendee introduced a method that illegal goods are automatically identified and intercepted and risks are proactively prevented by comprehensive analyzing characters, pictures, supply chains, logistics chains, production and marketing qualifications and other information of goods at the algorithm level. The Baidu Tieba attendee described a measure to provide a rumor refuting area and release real-time authoritative information to help netizens identify false information. The Weidian attendee introduced measures, including providing risk pre-warning for merchants settled on the platform, giving notice to merchants in a prominent position on the platform, and strengthening the binding force of the platform. The Jingdong Mall attendee presented the management mode that they strictly review the entry of merchants, build a single product qualification verification system, and require merchants to upload a medical device qualification certificate of relevant product before online sales. Attendees from third-party platforms expressed that they would perform earnestly management responsibilities of platform entities, enhance effectively self-inspection and monitoring of network information and relevant treatments, and try to ensure the quality and safety of medical devices.
It was required at the conference that provincial medical products administrations, third-party platforms for network trading service, and medical device manufacturers and operators shall implement conscientiously the requirements of laws and regulations, maintain the thinking of bottom line, enhance risk management, and ensure the quality and safety of medical devices for epidemic prevention and control. It was also stressed that medical products administrations at all levels shall investigation thoroughly illegal activities in accordance with "Four Strictest" requirements.
