On January 7, Jilin Public Resources Trading Center issued the Public Criticism on Medical Institutions That Didn't Conduct Online Procurement of High-value Medical Consumables (hereinafter referred to as the "Public Criticism"). It shows that after sorting out the data on the online procurement platform for high-value medical consumables in Jilin Province, 161 medical institutions, including Changchun Traditional Chinese Medicine Hospital (East), were found to have failed to make online procurement via the designated channel as required. Now these medical institutions are being publicly criticized.
At the end of October 2017, Hunan Health Commission also proposed in the Plan for the Implementation of Online Procurement of High-Value Medical Consumables for Public Medical Institutions in Hunan Province that all high-value medical consumables needed by medical institutions that can be purchased at a provincially unified price must all be purchased via the provincial procurement platform, and that no procurement can be made via other channels. In addition, Hunan Health Commission has included medical institutions' online procurement of high-value medical consumables into the appraisal, and will conduct regular supervision and notification.
It is worth noting that the monitoring of high-value medical consumables in medical institutions not only involves procurement. The key monitoring directory of high-value medical consumables in medical institutions is also the monitoring focus of each province. Previously, the "Double Ten" system in Henan Province had included the use of the top ten most expensive high-value medical consumables and the top ten medical personnel who use the high-value medical consumables most frequently in the key monitoring scope so as to strictly manage the use of high-value medical consumables.
Yesterday, the Alliance reported on the Notice on Strengthening the Management of Level-to-Level Management of Medical Consumables in Medical Institutions (SWYZ[2019] No. 79) issued by Jiangsu Health Commission. The preparation of the directory, the qualification of the user, the authorization and management of the use, and the use of medical consumables in public hospitals in Jiangsu Province are all going to be strictly monitored.
In addition, not long ago, Gansu, Hebei, and Guizhou also issued documents in which the governments clarified that public hospitals must establish a list of governance for high-value medical consumables in 2020, and the provincial healthcare security administrations and provincial health commissions shall be responsible for the implementation of this system.
This shows that since the beginning of 2020, all provinces have been focusing on the management of high-value medical consumables.
At present, all provinces among the "3+6" Alliance are reporting the quantity and types of the medical consumables they need to purchase. The Beijing-Tianjin-Hebei Alliance has already made it clear that high-value medical consumables will be among the first batch of medical consumables to be purchased. In other words, stricter monitoring on high-value medical consumables will soon be implemented, and there will be a new round of elimination in no time.
