2020 National Health Work Conference Held in Beijing

The 2020 National Health Work Conference was held in Beijing from January 6 to 7. The conference saw the summarization of work in 2019, discussion on how to improve the health system and arrangements of key tasks in 2020. Ma Xiaowei, Secretary of the Leading Party Member’s Group and Director of National Health Commission, attended the conference and delivered a speech.

The conference pointed out that 2019 National Health System launched the implementation of the Healthy China initiative, and important progress was made in deepening medical reforms, notable results were achieved in the health poverty alleviation, the prevention and control as well as health emergencies of critical diseases were continuously enhanced, medical services was improved steadily, solid steps were taken in revitalization and development of traditional Chinese medicines, and health services to key population were promoted steadily. In a word, new progress and new achievements have been made in various tasks.

The conference emphasized that the year of 2020 is the final year of building of a moderately prosperous society in all aspects and "13th Five-Year Plan". In order to ensure the completion of health objectives and tasks defined for building of a moderately prosperous society in all aspects and "13th Five-Year Plan", we will take the following actions: first, fully implement the Healthy China initiative. We will further establish and improve the working mechanism, give full play to the advantages of Patriotic Health Campaign, promote the integration of requirements and tasks of the initiative into major policies, engineering and projects, and complete well monitoring evaluation and examination. Second, continue to deepen the reform of medical and health system. We will reform and improve the disease control system, standardize the construction and management of medical consortiums and promote the high-quality development of public hospitals. We will also further optimize the allocation of medical resources, promote steadily the pilot program for centralized procurement and use of national drugs, and better serve people in medical treatment. Third, ensure the achievement of the goal that poor people have access to basic medical care. Fourth, strengthen comprehensively supervision over medical and health institutions We will strictly standardize medical treatment and continue to improve people's medical experience; strictly manage economic operations and strengthen overall budget management and cost management of public hospitals; strictly supervise the professional style and severely investigate and punish acts harming the interests of the people; and strictly control safety risks and enhance the safety protection of medical institutions. Fifth, strengthen public health and the prevention and control of serious diseases. We will strengthen health emergency, prevention, control and treatment of infectious diseases, chronic diseases and occupational diseases, implement standardized basic public health services and ensure public health security. Sixth, promote the high-quality development of traditional Chinese medicines in inheritance and innovation. We will implement the Guidelines on Promoting the TCM Inheritance and Innovation and spirits of the National Conference of Traditional Chinese Medicine and promote comprehensively the development of TCM service system, talent cultivation, scientific and technological innovation and quality improvement of TCM. Seventh, provide good care services for the elderly and children and maternal and children health care services. We will construct the institutional system and social environment that support reproduction in families and develop child-care services in various forms. We will continue to consolidate five systems of maternal and child safety. We will also strengthen comprehensive coordination function of ageing offices, explore and build the long-term care service system for the disabled elderly and provide early, systematic, professional and continuous rehabilitation medical services for the elderly. Eighth, continue to complete key tasks on health. We will carefully publicize and implement the Law of the People’s Republic of China on Basic Healthcare and Health Promotion and accelerate the formulation of "the 14th Five-Year Plan". We will also further improve policy environment of scientific and technological innovation, speed up the development "Internet Plus Healthcare", and deeply participate in governance of global health.

Wang Hesheng, Deputy Director of the National Health Commission, presided over the conference and made a summary. Leaders of the National Health Commission attended the conference. Among the attendees were representatives of relevant departments of the central government, the leading officials from various provinces, autonomous regions, municipalities and cities specially designated in the state plan, from Health Commission of Xinjiang Production and Construction Corps, and from all authorities directly under the National Health Commission.
