To science and technology departments (commissions and bureaus) of all provinces, autonomous regions, municipalities and cities specifically designated in the state plan, Science and Technology Bureau of Xinjiang Production and Construction Corps, science and technology departments and bureaus of the relevant authorities under the State Council, and other relevant entities:

The year of 2020 is the final year of implementation of the Outline of the National Program for Long- and Medium-Term Scientific and Technological Development (2006-2020) and the 13th Five-Year Plan for Science and Technology Innovation. It is also a crucial year of deployment of key tasks in science and technology for the 14th Five-Year Plan. In order to further implement the strategy of innovation-driven development, and conduct strategic study by combining the national program for long- and medium-term scientific and technological development in 2021-2035 and the 14th Five-Year Plan for science and technology innovation, the Ministry of Science and Technology of the People´s Republic of China will work with relevant departments to launch and condense key and special projects in the National Key R&D Program of China in the 14th Five-Year Plan period. Therefore, now on the basis of planning suggestions collected, centering on implementing new requirements and arrangements put forward at the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China and the Central Economic Working Conference, additional collection is conducted for major R&D demands of departments (industries), regions and relevant units in the National Key R&D Program of China in the 14th Five-Year Plan period. Collected information will provide support for tasks in the National Key R&D Program of China in the 14th Five-Year Plan period and rich contents of the 14th Five-Year Plan for science and technology innovation. The relevant matters are hereby notified as follows:

This demand collection is oriented to the basic frontier of major strategies, and energy, transportation, information technology, manufacturing, material, space technology, agriculture, resource environment and ocean, bio-medicine and life health, social undertakings and public security and other fields. It focuses on the major urgent demand for achieving the strategies for strengthening the country, growth points of emerging industries, high-quality development and improvement of people’s livelihood, competitiveness of key and core technologies and national security proposed at the the 19th National Congress of the Communist Party of China by scientific and technological innovation, especially the demand for collaborative tackling in specific application scenarios.

Such collection is to explore the establishment of a new mechanism that "the demanders propose demands and the scientific research community meet them". Based on preliminary planning and compilation demands submitted, each unit needs to implement careful organization and thorough investigation, close combination with new requirements and arrangements proposed at the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China and Central Economic Work Conference to summarize scientific issues and major demands, and strive for clear and realistic goals with clear boundaries.
