To all the departments in charge of big data industry in provinces, autonomous regions, municipalities, municipalities with independent planning status, vice-provincial cities, Xinjiang Production and Construction Corps, and institutions concerned:
To further implement the Circular of the State Council on Printing and Issuing the Action Outline for Promoting the Big Data Development (GF [2015] No.50) and the Big Data Industry Development Plan (2016–2020) (GXBG [2016] No.412), promote the implementation of the national strategy on big data and facilitate the technological and industrial innovation and development of big data, we will organize the application of pilot demonstration projects for the development of big data industry in 2020. The relevant matters are hereby notified as follows:
I. Supporting directions
(I) Application of integration of industrial big data
(II) Application of innovation of big data in people’s livelihood
(III) Pilot application of key technologies of big data
(IV) Improvement of ability in managing big data
II. Requirements for application
(I) The pilot demonstration projects shall be recommended by local departments in charge of big data industry, state-owned enterprises and other relevant institutions (hereinafter referred to as the recommender).
(II) The applicants of the projects include enterprises, scientific research institutions and industry associations engaged in and applying collection, storage, processing, analysis, service, security of big data and other related businesses.
(III) The Ministry of Industry and Information Technology (MIIT) will review the projects applied, select projects that meet the requirements and conduct pilot demonstrations for two years as of the day of announcement.
