Guangxi Implemented Reform on the Procurement of High-value Consumables, with Whole-Process Participation of the Medical Insurance Bureau

Recently, the Notice on Printing and Distributing the Implementation Plan for Sunshine Procurement of High-value Medical Consumables in Guangxi Zhuang Autonomous Region (hereinafter referred to as the "Notice”) was jointly issued by eight competent authorities of Guangxi Zhuang Autonomous Region (GZAR), including the Health Committee, the Medical Insurance Bureau and the Drug Administration. According to the Notice, the competent authorities decided to implement the procurement of 13 types of high-value consumables in batches throughout GZAR, and changed the previous centralized procurement through bidding to on-line procurement with price limit. Non-profit medical institutions (including primary medical institutions) established by the people's governments at or above the county level and state-owned enterprises (including state-owned holding enterprises) shall operate on the procurement platform of medical devices in the correspondent district.

As stated by the Notice, the specific time of starting on-line procurement shall be determined by the Health Commission, the Medical Insurance Bureau and the Public Resource Trading Center of GZAR. Guangxi Zhuang Autonomous Region, a member of the 14 Inter-provincial Procurement Alliance of Medical Consumables (initiated by Shaanxi Province), pointed out in the Notice that the data of high-value consumables on-line within GZAR and that of inter-provincial alliance were shared by the database and dynamically adjusted. Similar to other provinces, GZAR still establishes two procurement database of high-value consumables, namely on-line procurement database of products with price limit and procurement database of products with records. In which, the former one is linked to that of Inter-provincial Procurement Alliance of Medical Consumables as appropriate. Meantime, the procurement catalogs of high-value medical consumables are built on the foundation of the ones which have been published and implemented by the Inter-provincial Procurement Alliance of Medical Consumables.
