Circular of the General Office of the Ministry of Industry and Information Technology on Issuing the Work Plan for Soliciting Institutions to Undertake Key Tasks of Innovations in the New Generation Artificial Intelligence Industry


To all the industrial and information competent departments in provinces, autonomous regions, municipalities, municipalities with independent planning status and Xinjiang Production and Construction Corps, and institutions concerned:

To accelerate the innovation and development of China’s new generation of artificial intelligence industry and thoroughly implement the Three-Year Action Plan to Promote the Development of New-Generation Artificial Intelligence Industry (2018-2020), the Ministry of Industry and Information Technology formulated the Work Plan for Soliciting Institutions to Undertake Key Tasks of Innovations in the New Generation Artificial Intelligence Industry (hereinafter referred to as the Work Plan), which is hereby printed and distributed to you.

All the industrial and information competent departments in provinces, autonomous regions, municipalities, municipalities with independent planning status and Xinjiang Production and Construction Corps, state-owned enterprises and AI-related organizations (hereinafter referred to as the recommender) should actively organize enterprises, colleges and research institutes to apply and make proper recommendations. The specific process is as follows:

I. Application. The applicant logs in the “System of the Work Plan for Soliciting Institutions to Undertake Key Tasks of Innovations in the New Generation Artificial Intelligence Industry” (http://www.aibest.org.cn, hereinafter referred to as the “application system”), registers and fills in documents as required. Please see the Work Plan for the requirements of applicant. The deadline for application is December 10, 2018.

II. Recommendation. The recommender uses the given account and password to log in the “application system” and confirms the institutions to be recommended. After which, the system will automatically generate a recommendation form for submission. Then the recommender needs to print it and stamps the correspondent official seal on the form. In principle, the number of institutions recommended by local competent departments and AI-related organizations should be no more than 15, and the number of institutions recommended by the state-owned enterprises should be no more than three. The deadline for recommendation is December 26, 2018.

 III. Submission The recommender informs the institutions recommended to log in the “application system”, download and print the application documents, stamp the correspondent official seal and submit the documents to the recommender. The recommender mails the recommendation form and paper-based documents (in duplicate) to the China Academy of Information and Communications Technology (No. 52, Huayuan North Road, Haidian District, Beijing, Hu Changjun, Zip Code 100191). The content of paper-based documents should be consistent with those filled and submitted online. The deadline for submission of paper-based documents is December 31, 2018.
