I. Background for the Introduction of Interpretation of Allocation Plan of Large Medical Equipment of China from 2018 to 2020 (hereinafter referred to as the Plan)
In March, 2018, subject to the approval by the State Council, the National Health Commission of People’s Republic of China (NHCPRC) issued the Management of License Catalog for Allocation of Large Medical Equipment (2018). In May, 2018, the NHCPRC issued Regulations on the Allocation and Use of Large Medical Equipment (Trial) and Rules for the Implementation of Licenses for the Allocation Management Of Large Medical Equipment. Such regulations and rules clear specify that the local allocation plan of large medical equipment, implementation schemes and suggestions shall be proposed by health administration departments at provincial level in the light of the local planning of medical and health service system. And the NHCPRC shall be responsible for developing the allocation plan of large medical equipment. The above regulations and rules provide the basis for the development and implementation of this Plan.
