Beijing-Tianjin-Hebei joint purchasing platform will soon be launched, some consumables will be more than 10,000 cheaper

In the future, six major medical consumables such as intravascular stents and artificial joints of public hospitals at secondary level or above in Beijing, Tianjin and Hebei will be procured at the ever lowest in a unified and joint manner. On May 30th, Health and Family Planning Commissions of Beijing, Tianjin, and Hebei held a press conference to announce that the joint procurement platform of medical consumables in Beijing-Tianjin-Hebei region will officially become available on June 30 this year. The platform will help cut the budget of public hospitals in the region for medical consumables by CNY 800 million and bring about benefits for patients.

Joint Procurement by Hospitals at Secondary Level or Above

In order to reduce the price of medical consumables and bring benefit to the people, at the end of 2016, Health and Family Planning Commissions of Beijing, Tianjin and Hebei jointly signed the Joint Procurement  Framework Agreement on Medical Consumables of Public Hospitals in Beijing-Tianjin-Hebei Region and launched the joint procurement of medical consumables for public hospitals in the Beijing-Tianjin-Hebei region while planning to start joint procurement activities of the first batch of medical consumables in the region.

The joint procurement of medical consumables covers 32202 products from 179 enterprises. Subject to repeated calculation and comparisons, the procurement can deliver sufficient products that could satisfy the clinical needs of medical institutions in Beijing, Tianjin and Hebei. Prices of six major medical consumables have dropped by 12% to 19% respectively, truly bringing benefits to the people and the region. Mao Yu, deputy director of the Beijing Municipal Commission of Health and Family Planning, said that Beijing, Tianjin and Hebei has formed a panel responsible for discussing with manufacturers so as to ensure that the prices can be reduced. After prices were disclosed, the previous special negotiated prices no longer apply. In other words, the previous discounts some manufacturers have given to some large hospitals now have to be given all the hospitals. Although prices of medical consumables have been reduced, such manufacturers can enjoy a much bigger market as they will be actually selling products to hospitals in Beijing, Tianjin and Hebei. It is acceptable for most manufactures to negotiate prices based on the quantity of the products.

Joint Procurement Platform Became Available

Now, the Health and Family Planning Commissions of Beijing, Tianjin and Hebei has established a joint procurement platform for medical consumables (Phase I), including the overall framework construction of the platform, arrangements of hardware and equipment, launching of Web portal, development of enterprise and product registration system, and the development of the system for submitting medical institution’s procurement information. The platform, which is now available and in good condition, is able to offer support for joint procurement projects of medical consumables in Beijing, Tianjin and Hebei. The Health and Family Planning Commissions of the region also formulated the Management Requirements for the Procurement and Use of Products Heavily Monitored in the Joint Procurement of Medical Consumables of Public Hospitals in Beijing-Tianjin-Hebei Region”, which required medical consumables whose prices have not been negotiated in the negotiation to be monitored heavily, analyzed sufficiently, and managed under a better early-warning system. In the next step, in the trial of joint procurement of medical consumables in the region, more medical consumables will be included into the joint procurement platform one variety by one variety in batches and stages.
