In 2013, the Ministry of Science and Technology and the Ministry of Finance jointly promulgated the Provisions on Post-project Subsidy Management of National Science and Technology Plan and Special Funds. The two Ministries introduced the post-project subsidy mechanism in the national science and technology plan and special funds under the centralized management of the Ministry of Science and Technology, namely: with the guidance of the national target, the unit invests funds in advance and organizes research and development work; and projects are subsidized based on the results. If project objectives are accomplished, the agreed subsidies are distributed; and if objectives are not fulfilled, there is no subsidy and the implementation unit should bear the risk of failure.
