Recently, the State Council and the Ministry of Finance introduced a series of new policies to modify several old policies, including, during bidding, the bidder offering a significantly lower price than others will be reviewed, which means that the “bid goes to the lowest price” law will not work any longer; the deposit is replaced with guarantee to relieve the stress of capital flow of the enterprise; the completion acceptance approval of environment protection facilities of construction project is canceled, the environmental impact assessment approval process is simplified and the project with “low environment influence” is changed from approval system to filing system. These policies will influence all medical devices concerned parties.

1. Measures for the Administration of Bidding and Bid in Government Procurement of Goods and Services, No. 87 document of the Ministry of Finance came into force on October 1: Say goodbye to the “bid goes to the lowest price” law!

2. The Decision of the State Council on Amending the Regulations on the Administration of Construction Project Environmental Protection (Order 682) was officially implemented on October 1, since then the completion acceptance approval of environment protection facilities of construction project has been canceled! 

3. The Regulations on the Administration of Financing Assurance Company (Order 683 of the State Council) was official implemented on October 1: Say goodbye to the “deposit”!
