On July 19, President Xi Jinping presided over the 37th meeting of the Central Leading Group for Deepening Overall Reform and made a keynote speech. The meeting passed 9 advices, including the Advice on Deepening Reform of Examination and Approval System and Encouraging Innovation in Drugs and Medical Devices.
The meeting highlighted the importance of ensuring good quality and safety and innovative development of drugs and medical devices to build a healthy China. Efforts should be made in improving the drug approval system to facilitate innovation of medical industry, reforming clinical trial management to accelerate the marketing approval, promoting genetic drug quality and efficacy consistency evaluation, improving good and drug regulatory system to help enterprises enhance the innovation and research capabilities so as to accelerate the marketing of new drugs and effective drugs and meet the urgent clinical needs.

BEIJING, July 19 (Xinhua) -- President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, header of Central Leading Group for Deepening Overall Reform, presided over the 37th meeting of the Central Leading Group for Deepening Overall Reform and made the remarks on the afternoon of July 19. All localities should be devoted to delivering reforms, shouldering their due responsibilities and making concrete and pioneering efforts, Xi said.
Members of the Political Bureau of CPC Central Committee, deputy heads of Central Leading Group for Deepening Overall Reform, such as Li Keqiang, Liu Yunshan, and Zhang Gaoli attended the meeting.
The Advice on Boosting Green Agricultural Development with Innovative System and Mechanism, National Technology Transfer System Construction Scheme, Implementation Plan for Deepening Corporate Governance Structure Reform of Public Cultural Institutes, Opinions on Enhancing and Improving People-to-people Communication with Other Countries, Provision for Employed Civil Servants Administration (trial), Opinion on Completing Import and Export Goods Safety Risk Warning and Rapid Response Regulatory System to Protect the Consumer Rights and Interests, Advice on Deepening Reform of Examination and Approval System and Encouraging Innovation in Drugs and Medical Devices, Overall Plan for Establishing National Parks System and Opinion on Implementation of Improved and unified Management System of Forensic Expertise were adopted in the meeting. The Report on the Progress of Pilot Reform Since the Third Plenary Session of the 18th Central Committee of the CPC and the Report on Supervision of Social Security System Reform were reviewed in the meeting.
The meeting highlighted that the localities should be powerful in reform, increase the weight of reform and innovation in cadre assessment and promotion appointment, establishing and improving reform fault tolerance and correction mechanism to form a clear guidance of allowing fault but never allowing inaction.
