On April 20-21, 2017, the Food and Drug Administrative Acceptance and Complaint Report Symposium was held in Nanchang, Jiangxi. The conference conveyed the latest requirement of the Party Central Committee of CPC and the State Council to the food and drug supervision, implemented the national supervision and administration of food and drugs, commended the advanced conference and the spirit of the working conference on party conduct and honest government construction, summarized the food and drug administrative acceptance and complaint report in 2016, deeply analyzed the circumstances and worked out the 2017 work arrangements. Sun Xianze, a member of leading Party group and the deputy director of CFDA, attended the meeting and made a speech.

According to Sun Xianze, in the last year, various levels of food and drug administrative acceptance and complaint report institutions have firmly established the “Four Consciousness” (consciousness of the need to maintain political integrity, think in big-picture terms, uphold the leadership core and keep in alignment). They have strictly implemented the “Four Most Stringent” (the most stringent standards, the most stringent regulation, the most severe punishment, the most serious accountability) and followed the requirement for reforms of the review and approval system of the State Council to deeply boost the system of “delegating power, improving regulation and optimizing services”, actively participate in the reformation of examination and approval system for drug medical device, innovate the government affairs and service management and boost “Internet+ government affairs and service”. With these efforts, the administrative acceptance matters were handled smoothly & steadily and orderly, which significantly improved the window work efficiency, giving a full play in serving the overall reform, the big-picture supervision and the public. The local complaint and report institutions worked sturdily, and the national complaint and report in-time settlement rate increased steadily with significantly improved transaction quality, thus the role of listening to the public appeal, cracking down illegal crime, discovering safety risk and popularizing safety knowledge has been fully played, showing a good image of the food and drug regulatory authorities.

Sun emphasized that we should deeply learn and follow the decision and arrangement of the Party Central Committee of CPC, the State Council and the CFDA to the food and drug supervision, correctly comprehend the new requirements of the new circumstances and new tasks for the administrative acceptance and complaint & report works. In addition, the various levels of administrative acceptance and complaint & report institutions shall have sufficient understanding of their responsibilities and missions from the big-picture supervision and overall reform with continuous reinforcement of legal thinking and service consciousness to continue to play an important role in building a shared an co-governed food and drug safety pattern.

As required by Sun, the administrative acceptance shall focus on the food and drug examination and approval reformation to optimize the one-window acceptance with window service as the basis and information technique as the guarantee. Moreover, the acceptance system reformation shall be intensified to serve the administrative counterpart. The objective of “full caliber, high standard, professional and information-based” acceptance shall be continuously boosted. “Internet+ government affairs and service” shall be deeply promoted to drive the steady increase of administrative acceptance service efficiency. The complaint & report shall serve the big picture, innovate supervision and improve efficiency, while trying to construct a system to drive the construction of precise and effective, social governance food & drug safety governance system and make unremitting endeavor for building a “coordination of all the activities of the nation like pieces in a chess game” pattern for complaint & report.

The persons in charge of various provincial (regional or municipal), Xinjiang Production and Construction Corps Food and Drug Administration administrative acceptance and complaint & report institutions, the CFDA General Office, Inspection Department and related personnel in the administrative acceptance and complaint & report center attended the meeting.
