This morning (July 12), National Health and Family Planning Commission (NHFPC) held the routine presentation with theme of Fujian comprehensive medical reform pilot work progress, Zhu Shufang, director of Fujian Health and Family Planning Commission; Yang Minhong, chief of Department of Medical Administration of Fujian HFPC; Ming Qiang, director of Hospital Authority of Fujian HFPC; Yu Xiuqin, deputy director of Fujian Sanming HFPC; Ying Yazhen, researcher from Health Development Research Center of NHFPC attended the meeting.

Yao Jianhong, deputy head of System Reform Department of NHFPC said Fujian, as one of the first batch of pilot provinces, has made many new explorations in comprehensive medial reform pilot, defining the four tasks of reform: enhancement of basic level, public welfare, guarantee of basis and diversification.

The following is the particular of Fujian medical reform. I. overall plan, emphasizing top-level design of medical reform; II. attention of leaders, intensifying reform organization guarantee; III. “Joint Reformation for Public Health Services, Medical Insurance, and Medical Production-Circulation”, reinforcing “medicine management”; IV. holding of keys, accelerating medical insurance integration progress; V. innovation of mechanism, reforming hospital management system; VI. enhancement of the net bottom, establishing classification diagnosis & treatment system; VII. enhancement of guidance, building diversified hospital running pattern.

With the evaluation to previous comprehensive reform effect of public hospitals, we made a judgment on the overall situation of public hospital reform, which is in the “rapid covering, continuous deepening, difficulty overcoming” phase.
